During the Permit Closeout there is provision for a summary of Incomplete Work. Why do that? At the completion of any permitted activity, there is an expectation that the WPH and Work Party will remove all tools equipment and materials, remove any personal locks and danger tags, and leave the work site in a clean and safe condition.

Furthermore, it is expected that all implemented Work Precautions and all Isolations will be removed, all plant restored to its operational condition, and to the satisfaction of the WPA.

But what if it’s not practical at the end of a work shift?

The requirement to maintain the work site in a clean and safe condition is mandatory. However there may be other factors, which make it impractical to thoroughly complete the permitted work due to the work carrying over to the next shift.

Under these circumstances it is important for the WPH to detail aspects of the work site and the plant condition that might result in them being potentially hazardous to other people and also, in the case of plant, it being non-operational. This level of detail provides valuable information for the WPA to be informed of the condition of any unfinished work and any related plant, and is very useful for enabling an effective handover to another WPA.

For work that may be ongoing over a number of shifts and will be managed under different permits, the Details of Incomplete Work section of the permit also provides a useful summary of where the work was up to at the end of each shift.
