Instructions or procedures are often adequate for most work activities, but some require extra care. A permit to work system is a formal system stating exactly what work is to be done, where, and when. Permits are an effective means of communication between management, supervisors, operators, and those who carry out the work.

The permit to work informs all involved what procedures and checks are in place, telling them and those around the work area what actions to take and hazards to be aware of. It gives the work party a clear set of instructions to work through all stages of the activity and sets out what is (and isn’t) permitted.

The permit will also establish the type or method of communications required, particularly for activities such as lifting operations, confined space work or lone working. It will often include contact numbers or specific communication arrangements where required.

If there are a number of permits, they should be displayed at an appropriate location, in a systematic arrangement that enables personnel to check which equipment is e.g. isolated or undergoing maintenance.
